Robot II question about Quirin points

I was running a query today using a base factor of 2TS and then selected some elimination factors when I was looking at the results I found some thing odd. I found that the Quirin points were showing some results for horses with as many as six quirin points. I thought that since the horse has only ran once that the maximum points would be 3. Maybe I am wrong or something is not adding up right.

There is an adjustment formula for horses with less than 4 starts.

HTR uses the exact Quirin Speed Point formula as found in the book. Never really been able to improve on it.
