Is there a way to capture videos...such as a race on Bris?

If I have a video on my hard drive is there good software that will allow me to cut and/or edit that video. Suppose I have a video on my HD of a race, and I want to keep the last 2 furlongs to the wire.....is there a way to do that?

Camtasia is the only one I know of for recording what is on your screen.
