ATR doesn't recognize Keeneland

It's on the Philadelphia page, but ATR doesn't know it exists.

The problem with ATR displaying the tote info for Keeneland was that the available Keeneland tote data on the tote websites was bad. When I checked, the Keeneland WPS pools were posted as all zeros on the tote websites.
